I'm thinking about topping my other peperomia- both plants have a "top-heavy" look, which is why I topped the first one- the upper leaves are growing much larger than the lower ones. I want to try rooting the upper stem by putting it in water until the roots start to grow, then put it in soil so I have a complete plant. Will this work, or was the website that said this is doable all wet?

Don't worry about your MIL tongue..they grow very slowly and yes, this is the time of year when growth slows for all houseplants. As long as they are firm and green they should be fine. :-)
Your peperomias should root fairly quickly. Make sure not to overwater. You should see new growth begin in a few weeks. Once the days warm up and grow longer all houseplants begin a period of sped up growth.
For bushy growth, pinch back the new growth from time to time.
Yes, most houseplants will happily root in water, so that should work. Just make sure none of the leaves are below the waterline.
