Hi!
Don't worry about your MIL tongue..they grow very slowly and yes, this is the time of year when growth slows for all houseplants. As long as they are firm and green they should be fine. :-)

Your peperomias should root fairly quickly. Make sure not to overwater. You should see new growth begin in a few weeks. Once the days warm up and grow longer all houseplants begin a period of sped up growth.

For bushy growth, pinch back the new growth from time to time.

Yes, most houseplants will happily root in water, so that should work. Just make sure none of the leaves are below the waterline.
